Verifying project before upload

When entering a site (either from splash screen or from Projects tab) and not being sure that the site might have corrupt / incomplete data. Users would start downloading a Project and close the page/app too early which cancelled the Download half way through. Then users became Master and uploaded the (half-downloaded) data.

This solution allows to verify projects before opening the luminaires page and uploading project.

One of the options is to Start Offline from the splashscreen.
